If they go all hussars/gendarme, then you need dopps mixed with wagons. Your army in age 3 should depend on what your opponent plays. In age 3, you need to drop an extra Town Center (TC) to outdo or match your opponent's eco, and if possible set up all 3 TCs.

Always remember to send the Uhlan upgrade cards as soon as you get the chance to. And if your opponent goes bows and musk, you can focus your bows on his musks and use your Uhlans to wreck his bows or at least keep them from firing by forcing him to keep moving them. Uhlans can also act as counter to your opponent’s hand cavalry (French Hussars) incase your opponent mixes in some cav. The reason is because bows spawn slightly faster than musks (so you are able to make more of them faster) and have resistance to ranged attack. Bows and uhlans will also beat an army of all musks. Your age 2 army should be primarily bows and uhlans, unless your opponent is playing only cavalry, in which case you go dopps and uhlans. You automatically get more cavalry units than your opponent, so use it to raid them nonsense. Cause with Germantown farmer i can build 20 siedlerwaggons but against 60-70 Coreurs thats just BS. For example when i play against a friend of mine he has up to 20 Gendarms, 3 imperial heavy cannons (those you get in the factory) and about 40 or more skirmishers.
